Scott County supervisors cool to tax breaks for solar project

GATE CITY Scott County supervisors are waiting to hold a public hearing next month before voting on a property tax exemption for solar equipment that would benefit a local energy project.

CRWDmto vote on rules next Wednesday night

The concern about how to store Austin's snow piles under Cedar River Watershed District rules arose one more time Tuesday morning.

But with the board voting to pass the rules next Wednesday, members took one more look to see if they should be a little more accommodating to the city's needs. The board plans to present several other options at a public hearing 6 p.m. Wednesday, July 20 one hour before its regular meeting.

"We have a 100-year flood every other year," she said.

Though salt chloride from the snow piles is one concern, the trash and other debris from residents' yards is another, according to Mike Jones, CRWD board president. Regardless of what happens, a majority of the board thinks the current best management practices (BMPs) the city has in place need to be moved further back.

"We can always come back and re-address the rules, or restrict them or change them," CRWD Board President Mike Jones.

The city currently has some earthen berms with vegetation and rock surrounding them, which trap sediment from getting into the river at Marcusen Park. John Buzzard with FICO's Card Alert Service said that ATMs still receive the lion's share of skimming attacks, adding that pay-at-the-pump skimming is not as widespread as media coverage would indicate.

"Fraud is just so cyclical in nature that each year we see a different entry point, and, for the most part, the criminals just switch back and forth between what's highly publicized and what isn't," said Buzzard. "The criminals essentially dust off an old fraud scam, like pump skimming, when other card and PIN capture schemes are too hot.A plastic card is a bottle created from glass. On June 28 at 3:45 p.m., a North Haledon resident came to River Edge Police headquarters to report that her purse had been stolen. She stated that she had parked in front of a store on Kinderkamack Road at about 10 a.m. She had left her purse on the front passenger side floor of the vehicle, covered with a plastic bag. When she returned to the car at noon, the purse was gone. The woman reported that multiple credit cards, a Social Security card, driver's license, checkbook and about $150 were missing. The vehicle had been unlocked at the time of the theft.

On June 29 at 3:45 a.m., a resident of Beech Drive South reported that the rear window of her vehicle was shattered and a barrel of recycled bottles had been knocked over and scattered on the street in front of the vehicle. The victim stated she had returned home at about 1:45 a.m. and at 3:45 a.m. had left the house to go to a store when she discovered the damage to her car and the bottles in the roadway. A subsequent search by patrol found another recycling barrel had been dumped on the corner of Manning and Elm avenues.

On June 29 at 6:40 a.m., a resident of Oak Avenue reported that her vehicle had been struck by eggs sometime overnight while parked in front of her home. It had been parked in the location since approximately 9 p.m. on June 28.

On June 29 at 8 p.m., a resident of Howland Avenue reported that a toolbox and tools had been stolen from his garage behind his apartment unit. The victim had noticed that the garage was unlocked and when he opened the door, he found that the toolbox was missing. Police believe the garage was entered through an adjacent garage unit that did not have a working lock. The paneling separating the two garages had been broken through, police said.

The sliding door in the back of the house was found open and jewelry was reported missing. The burglary occurred sometime on June 29 between noon and 11 p.m., police said. On June 30 at 1:49 p.m., a victim reported that the driver's side mirror of his vehicle had been broken off. The victim stated that he had last seen the mirror intact on June 29 at approximately 3 p.m. while his vehicle was parked on Main Street. Officer Joseph Starost concluded that a non-metallic object had been used to pry the mirror off its mounting base. Spiralling costs put pressure on donkey rescue sanctuaries

SCOTLAND's only dedicated sanctuary for unwanted donkeys has warned that it is close to capacity after spiralling feed and bedding costs resulted in an "big increase" in the number of animals it cares for.
Staff at the Scottish Borders Donkey Sanctuary said they will soon be forced to lend animals to other responsible landowners in the Lothian and Borders area, such is the demand on their resources.

The sanctuary, based near Melrose, has been inundated with requests to take in animals owners can no longer afford to care for due to the economic downturn.

Only last week, the charity received two donkeys from a newly bankrupt farmer, bringing the total number at the sanctuary to 80. Since the turn of the year, 30 have been admitted.

Rosemary Dale, founder of the St Boswells sanctuary, said: "I'm afraid the effects of the recession are really hitting people with donkeys, they just can't afford to look after them any more. "So many people are wanting their animals to come here the situation is now getting serious, and we've almost reached capacity. We've taken in 25 to 30 this year.

"In the future, we will probably have to lend the animals out two at a time to sensible people in the local area with the right conditions."

Ms Dale, an 81-year-old enthusiast and breeder of donkeys, said the sanctuary deals with a "very big feed bill and a big vet's bill," but praised the work of its fundraisers. Nevertheless, she said the demands on the charity, founded in 2003, are constant.

She said: "We got two donkeys last week from a farmer who had gone bankrupt in Ayrshire, which hadn't been looked after very well and will cost us a lot of money to get in good health."

Along with failing farms, the sanctuary also receives many donkeys which have been rescued from meat businesses in parts of Europe. Quite a lot of the donkeys we have were rescued from the salami trade," Ms Dale added. "Part of the reason we're crowded is we take up to ten of those animals at a time. It's a terrible trade."
