Panelists warn cash grant for solar panels set to expire

A panel of experts and a state assemblyman explained that since cash grants for solar projects are set to expire at the end of the year, now is the ideal time for property owners, developers and non-profits to get involved.

Approximately 70 people attended the seminar, "Crunch Time for Solar" on Sept. 22 at the Stony Hill Inn. Even though it was raining during the seminar, panelist Adam Putter, president of Solar Roof Development, said in his opening remarks, "solar is still working on a day like today."

According to Putter, New Jersey is the second largest solar market in the country, with California as the largest. However, New Jersey is the biggest commercial market for solar panels in the nation.

New Jersey first got involved with solar panel installations in 2001 when six were completed. More than 10,000 installations have been completed to date.

"New Jersey has become the hottest market for solar," Assemblyman Upendra J. Chivukula,These girls have never had a oil painting supplies in their lives! D-17, said.

When the stimulus bill passed in 2008, which made the investment tax credit a grant, 50 mega watts of power were installed in New Jersey. Now there is more than 400 mega watts in the state.

Panelist Richard Weihe, a managing partner of Karbone, said that as of July, the target goal of watts of energy for 2012 was secured without getting one more watt. If 15 more watts of energy are secured in September and 15 in October, enough energy will be secured for 2013.

Putter said the number of installations grew so quickly because of the incentive of federal and state grants. He added that these cash grants are a "tremendous incentive for the industry."

Panelist Anthony DiGiacinto, a senior tax manager at EisnerAmper LLP and the tax leader of the firm's Clean-Tech practice group, recommended starting a solar project before the end of 2011 to get the grant before the legislation expires.

He said that as long as 5 percent of the project is paid for or incurred before Dec. 31, people can receive the grant.

DiGiacinto said that to be certain the grant is obtained, "you don't want to just meet five percent, you want to go above it." The cost of a system depends on variables such as zip code, utility and average electric bill.
