2012 sinking fund project list under construction

The 2012 Sinking Fund Advisory Committee presented and gathered information during community forums on Sept. 20 and 21 about what projects the public wants to see done if the sinking fund millage is renewed.

If voters approve of the 1.25 mill renewal in November, about $1.9 million will be collected for four years for maintenance and repairs.

Sinking fund dollars can be used for remodeling and repairing classrooms, schools and sites as well as acquiring, developing or constructing buildings and sites.

They cannot be used for salaries and benefits, furniture and equipment, technology, preventative maintenance, painting, school buses and supplies.

The committee's co-chairs are Gus Demas, Chris Giancarli, Dick Rosenberg and Phil Smith. Their role is to put together and price out a list of prioritized projects that will be implemented through sinking fund dollars.Initially the banks didn't want our RUBBER SHEET .

Like in 2008, the project list was categorized under three priorities: Learning environment, safety and security and energy cost and capital maintenance.

Some projects only fall into one priority, while others fall into two categories. HVAC work was the only one to fall under all three priorities.

"You can't leave classroom doors open to the outside like we used to do for ventilation," Rosenberg said. "There is a capital cost of trying to ventilate and improve the situation of schools and how much energy goes into that."

A list of 140 items were narrowed down to about 22 projects. These included replacing roofing, installing new flooring, expand parking and replacing windows, boilers and concrete sidewalks.

Although there have been talks of the closure of Romeo Middle School, Campbell said the district is operating under the assumption that all buildings will remain open during the sinking fund process.

She said a reconfiguration committee is examining the entire district to create a plan of what it should look like regarding building use.

"The board does want to make a decision in time to notify the people who would be affected, because that's students, parents and staff," she said.

Red Hat Society celebrates life

Fifty-three women wearing red or pink hats and purple shirts, pants and dresses, converged on Weaver Park Sept. 25.

The women were members of the Red Hat Society and they came from all over the state to visit the Historical Village, listen to music, enjoy ice cream and sarsaparilla soda, shop, socialize and play games for four hours on a sunny afternoon.

Solar panels plan still alive say Winchester civic chiefs

COUNCIL chiefs have claimed plans to install thousands of solar panels on roofs in Winchester remain very much alive.

But a council report found that the promised potential financial returns were negligible.

Richard Botham, head of housing landlord services, said: "For a financial opportunity the proposal just doesn't stack up."

The scheme also faced a race against time to get the panels in place before a review of the government's financial incentive in April 2012, when it is likely to be reduced.

Mr Botham said he did not think "that was a good enough reason to rush ahead and commit the council" and that the financial pay back of the scheme despite a predicted 15 per cent 2012 reduction was still worth pursuing.

The scheme would cost 7m to install to 1,000 homes.

At a cabinet housing committee meeting last Thursday, members agreed to still go ahead with plans to implement a small-scale self-funded solar panel scheme later this year.

Liberal Democrat councillor Lucille Thompson said: "It's a great missed opportunity for our tenants who were looking forward to a reduction in their individual bills at a time when the cost of heating is rising.As many processors back away from Cable Ties ,"

Heart of Louisiana: mud painter

Louisiana's stunning landscapes, its wildlife and majestic old homes are popular subjects for homegrown artists. Baton Rouge painter Henry Neubig figures he's created five-thousand of these scenes.

But there is something unique and very natural about the colors, the earthy tones you see in his paintings. They' all done with genuine Louisiana mud.

"Egg yolk and mud and water. Smear it on paper and it becomes a mud painting," Neubig says.

There is no oil, no acrylic, no store-bought colors. About 20 years ago, Henry began collecting mud from around the state.

"Talking with geologists at LSU, I think that Louisiana probably has more colors than any state because of the action of the Mississippi River."

The green, very unusual color from up near Arkansas in Webster Parish. The mineral in this is called glauconite."

Murder trial told DNA of accused was found on chin of elderly victim

THE DNA profile of a woman alleged to have battered her pensioner neighbour to death was uncovered on the victim's chin, a jury heard yesterday.Traditional Cold Sore claim to clean all the air in a room.

Giving evidence to the court, forensic biologist Susan Woodroffe said that in relation to the profile found on Ms Rankin's chin, the probability of someone other than Ms Walsh depositing it there was "less than one in one billion".

She told Liam McCollum QC, prosecuting, that she could not give a similar statistical analysis for the samples from Ms Rankin's breasts or from the crucifix because there was not enough DNA obtained.

However, Ms Woodroffe said that of a possible 11 components from Ms Walsh, there were nine on the sample from the left breast, 10 on the right breast and also 10 from the crucifix.

The jury has already heard that the naked and battered body of mother of eight Ms Rankin (81) was found on the bedroom floor of her Dublin Road home in Newry by her brother-in-law on Christmas morning in 2008.

She had been beaten about the head, had suffered 15 fractured ribs and there is also evidence that she had been sexually assaulted.

The other day while buying Tic Tacs at my neighborhood CVS Pharmacy, I didn't pull cash or a credit card out of my wallet. Instead, I paid with a Nexus S smartphone from Sprint.

Moments after the clerk rang up the purchase, I placed the back of an Android handset against the point of sale terminal and heard a friendly beep signifying that I had successfully used the phone to pay. The transaction took just seconds.

I've been checking out Google Wallet, the mobile payment app that can transform your cellphone into a digital wallet. On Monday, the search giant began rolling out the app to customers who own the Nexus S through an over-the-air software update.

Installation to begin on solar energy collection field

Construction of the University's new West Windsor solar panel field is set to begin next week after months of planning and permit-seeking from local, county and state authorities. The project's completion has been scheduled for summer 2012.

The 5.3-megawatt solar field collector will occupy 27 acres of University-owned land in West Windsor Township, bordered by the Dinky train line, the Delaware & Raritan Canal, Washington Road and Route 1.

The field will generate 8 million kilowatt-hours of energy per year and could eventually reduce the University's carbon dioxide emissions by 3,090 metric tons every year. This reduction will contribute to the University's 2008 Sustainability Plan, which aims to bring its carbon dioxide emissions down to 1990 levels by 2020.

The results are published online in the journal Environmental Health Perspectives.

The results show that reducing nontherapeutic use of antibiotics also reduces antibiotic-resistance bacteria in chickens and their waste materials. The authors found the same strains of bacteria on both organic and conventional farms. Antibiotic-resistant bacteria were less common in samples from the organic farms. Most of the antibiotic-resistant bacteria were found in the poultry litter samples, though some were also found in food and water samples.

Solar Industry Fears Losing Federal Support Amid Profit Decline

The hubbub over Solyndra's $535 million federal loan guarantee, a glut of solar panels and a 40 percent drop in prices for them are stirring worries from the solar energy advocates that they would lose a popular solar grant program and see big cutbacks in research and development budgets of solar companies.

The death of the grant program and the cuts to R&D budgets would be bad news for the young solar industry, which needs government help to grow and hopes to reduce that reliance by coming up with innovations that will cut the installation cost and make solar electricity cheaper. Worries about losing both have grown as solar energy proponents see what they believe to a campaign to discredit solar as a viable alternative to fossil fuel energy. Advocacy group Vote Solar Initiative titled a blog post last week, "Reports of solar's death are greatly exaggerated."

The concerns stem from the mounting criticism of a $535 million government loan guarantee to solar startup Solyndra and, by extension, the loan program itself and the solar industry's dependence on government incentives. Large solar panel manufacturers are selling their products for as low as $1.10 per watt when they need to sell them for more than $2 per watt to make a healthy profit, Mints said. Wholesale solar panel prices already have fallen about 40 percent this year, according to GTM Researech.

The plunging prices have prompted solar farm developers such as Solar Trust of America to choose solar panels over solar thermal equipment – which uses mirrors to concentrate sunlight to generate steam and run electricity generator — for a few of its projects. Prices for rooftop solar electric systems also have fallen, according to a report by Lawrence Berkeley National Laboratory last week, and that should make them more attractive to homeowners.

The low prices, while they benefit buyers, aren't good for the seller or the solar industry overall, Mints said. The prices have plummeted because incentive declines in Europe, the largest solar market in the world, have lowered demand and caused a pile up of solar panels in warehouses.
